For vanilla or a light Paper server with friends, Starter's 2 GB is genuinely enough and the people telling you otherwise are usually running fifty mods. A plugin server with twenty or so regulars and a world that has been explored for a while wants Pro's 4 GB. Modpacks are the real jump: a hundred-and-fifty-mod pack wants Elite's 8 GB before it stops stuttering, because every loaded chunk carries far more to tick. Size for your mod list rather than your player count, and upgrade later without losing the world.
Mods and plugins raise the cost of every chunk, not just the ones people are standing in. Trimming view distance, pre-generating the world instead of letting it build under players, and keeping an eye on chunk loaders usually buys back more performance than the next tier up would.
Paper and Purpur are the answer for plugin servers: fastest of the lot, an enormous plugin library, and nothing for players to install. Forge and NeoForge run the classic modpacks, so pick them when a specific pack decides it for you. Fabric and Quilt are lighter and update to new Minecraft versions far sooner, which suits performance mods and smaller custom packs. Folia exists for very large concurrent worlds, and plain Vanilla when you want exact parity with singleplayer. All nine are a dropdown on the Version page, so a wrong guess costs you a restart.
